Plan for Kidnapping the Prisoners:

1. The collection stage:
   1. The first stage:
      1. Collection of the prisoners at a number of locations, each group in the area of its activity, which were shown in advance on the maps.
      2. Time to begin the collection—when each group completes the cleansing of the area of its activity.
   2. The second stage:
      1. Assembling all the prisoners at one location or two locations (to be decided on the ground)
      2. Time to begin the assembling—immediately after the end of the last stage of the cleansing
2. Confinement and control within the location and its vicinity:
   1. Killing of any person who may constitute a threat or a distraction/disturbance.
   2. Creating chaos by use of shooting, sound/stun grenades, threats, electric shocks, violence, and inducing terror. Killing in the worst case.
   3. Individual binding of each prisoner, collective binding, strict blindfolding.
   4. Closing of the entry and exit points of the location and its vicinity.
   5. Car bombs.
   6. Explosive devices (external/personal [belt]).
   7. Sniping.
   8. Ambushes in the vicinity.
   9. Rapid performance of the actions.
   10. Division of the tasks (performance, discourse [with the prisoners], search, ambushes, inventories, publicity, logistics, emergency/first aid).
   11. Use of methods for calming [of the prisoners].
3. Safety:
   1. Search of the captives.
   2. Taking identity documents and details.
   3. Distancing the prisoners from means of fighting and means of suicide.
   4. Binding and blindfolding.

   6. Killing of the problematic individuals and those who constitute a threat.
   7. Securing the movement of the people beyond the covering of windows and doors.
   8. Fortification and ongoing improvement of fortification.
   9. Assembling some of the prisoners at the location and using them as artillery fodder provided they are seen clearly.
4. Supply:
   1. Assembling food and drink if possible.
   2. Organizing the food and drink + commodities + lighting + first aid.
   3. Do not use your supply to feed the prisoners except in an emergency situation.
5. Camouflage and hiding:
   1. Do not announce the quantity of the prisoners and their weapons.
   2. Do not announce any connection with the outside world.
   3. Concealing the location of captivity/imprisonment.
   4. Concealing the method of guarding and shifts.
   5. Setting fire to a large number of locations.
   6. Covering the doors and the entrances.
   7. Do not announce the quantity of wounded and killed [among the prisoners].
   8. Show strength and do not show weakness or fear.
6. Communication:
   1. Ensuring communication security to the extent possible.
   2. Providing (cellular) communication from the local sources (presumably, connect to the Israeli network).
   3. Avoiding wireless communication in the open space.
   4. Wired authentication of the communication network to create a private communication network to the extent possible.
   5. Ensuring that the radio readings explain the developments to the general leadership.
   6. Securing the live/filmed broadcasts between the groups and the field commands.
7. Publicity:
   1. Live broadcast.
   2. Directly conveying the picture with the local communication technology and other authentication.
   3. Do not waste battery and camera storage and use them as much as possible.
8. Negotiations:
   1. To be conducted by the political-negotiation administration on behalf of the leadership and staff of the movement.
   2. As much as possible, refrain from cooperating with negotiations in the field.
   3. Whoever communicates with the enemy must have the senior rank in the field and must remain in communication with his commanders throughout the event.
   4. If the communication is interrupted we will strive to converse and to mediate the task that we came for.
9. Emergency situations:
   1. The wounded: allotment of a place for treating the wounded.
   2. The dead: allotment of a place for their burial, marking of the place of their burial and moving them after the retreat of the Israeli forces.
   3. Enemy attacks—activating ambushes and beginning of the killing of the prisoners.
   4. Prisoner revolt—use of shooting, stun grenades, threats of killing, violence, and inducing of terror in cooperation. Killing in the worst case.
